Web Design Agencies In Washington

Listed

Washington changed the budget for every buyer here: since October 1, 2025, custom website development has counted as a retail sale, subject to retail sales tax when sold to a consumer. So a $20,000 site now carries a real tax question. Seven agencies follow in Seattle, Spokane and Tacoma, and one of them publishes a starting price.

Company Base on its site Work it names Price it publishes
Bizango Seattle Sites for remodelers and builders, Shopify, branding Ask
Sayenko Design Seattle Custom WordPress, HubSpot, B2B and nonprofits Ask

Web design agencies in Seattle

Bizango

Bizango calls itself a web design and digital marketing agency in Seattle and speaks directly to remodelers and builders, with story-driven sites and Shopify ecommerce. It offers a call with its creative director. A residential construction firm is the natural client. Ask how project photos will be updated after launch and by whom.

Sayenko Design

Sayenko says it has built custom WordPress sites since 2009, without templates, and has a HubSpot team, with B2B, government, nonprofit and consumer examples. It points to 240+ five-star reviews and senior staff. Ask which of the two systems it would recommend for you, and how this new tax appears on its invoices.

Web design agencies in Spokane

2Dudes

2Dudes says it has served the area since 2015 and that most custom projects start at $5,000, with hosting and care plans from the same two people who built the site. Clients include Bloomsday and Mistequa Casino Hotel. A two-person shop means direct access, so ask what happens when both are away.

Propaganda Creative

Propaganda Creative calls itself a full-service design firm working since 2010, with identity work for Hoopfest and Visit Spokane. Brand work leads, and websites follow from it. A regional event or tourism organization will see close examples. Ask how much of the budget would go to brand before any page gets built.

509 Designs

509 Designs describes itself as a Spokane web design and SEO agency focused on helping local businesses, and it also offers video. It pitches SEO on a first-page goal. Ask how it reports progress, and what you would pay monthly once a site is live.

Web design agencies in Tacoma

Hemisphere Design & Marketing

Hemisphere says it has worked since 2001 as a web design, graphic design and full-service marketing agency, with video, photography, broadcast media and SEO. It offers a free consultation, and hours are 8:30 am to 4:30 pm. Schools and nonprofits appear in its writing, so ask for samples from those groups if you are one.

M Agency

M Agency describes itself as a strategic partner for memorable brands and websites, offering branding, marketing and development. Its page is short, so ask for a list of recent website projects and who led them, and what a typical project scope looks like at your budget.

Washington’s tax on custom website development

The Washington Department of Revenue’s interim guidance on custom website development, dated September 12, 2025, says that effective October 1, 2025, ESSB 5814 makes custom website development services “a ‘retail sale’ subject to Washington’s retailing business and occupation (B&O) tax and retail sales tax.” It says the services cover new and existing websites and “do not include web hosting or domain name registration services.” The guidance also covers consulting and training, reselling and sourcing.

For your budget, that means asking every firm what sales tax it adds, at which local rate, and whether maintenance counts. Hosting may be separate. If the site is used in several states, ask about the sourcing rules in that guidance. The guidance is interim, so check for a permanent version, and talk to the Department or your accountant about a large contract. The Secretary of State’s Corporations and Charities Filing System can confirm a legal name.

Out-of-state vendors and hosting lines in Washington

Can I avoid the tax by hiring out of state?

Don’t assume so. The guidance includes sourcing rules, and a Washington business may owe use tax where a vendor does not collect. Ask before you choose on that basis.

Should hosting be billed separately?

Ask for it to be. The guidance excludes hosting and domain registration from custom website development, so separate lines make the invoice easier to check.

Where to start in Washington

Remodelers and builders should begin with Bizango. A B2B firm or nonprofit that wants a large WordPress or HubSpot site can talk to Sayenko. In Spokane, a small business with about $5,000 can read 2Dudes first, a local event or tourism body can talk to Propaganda, and an owner focused on search can ask 509 Designs. Tacoma-area organizations can compare Hemisphere for media with M Agency for brand.

Facts here are from each firm’s own pages as read in November 2026. Reviews and client lists are their statements, and the order is not a ranking.
