Web Design Agencies In Maryland

Listed

Add 3% to your Maryland website budget until someone tells you otherwise. Since July 1, 2025, Maryland has taxed a list of technology services at that rate, and the Comptroller’s bulletin names “Custom webpage design services” on it. Eight agencies follow, from a Germantown firm with packages under $1,500 to a Columbia agency with more than 37 years behind it.

Web design agencies in Baltimore

Entice Design

Entice Design says it is based in Towson and Baltimore City and regularly visits clients in Baltimore, Harford and Howard counties, and it is a Towson Chamber member. Its services run from sites and marketing to logos, packaging and social subscriptions. If you want a designer to come to you, ask how many visits are built into a project.

Adventure Web Digital

Adventure Web Digital says it has helped businesses for 25+ years, from small WordPress sites to custom solutions, and it describes itself as a Google Partner. It works with homebuilders and other businesses. Ask for the difference in price between its WordPress and custom routes, and whether ad management is optional.

Maryland Web Design

Maryland Web Design says it has helped local businesses, nonprofits and contractors since 1999, with custom WordPress and HTML and CSS development, managed hosting and video editing. It also advises on AI tools. Ask which of its two builds it proposes for you, because a hand-coded site changes how you will make edits.

Web design agencies in Columbia

Mays & Associates

Mays says it is headquartered in Columbia and has offered marketing and design for over 37 years. It covers website development, SEO, web videos and animation, branding and hosting. A company that needs an explainer video and a new site at once can ask for both in one schedule.

Web design agencies in Frederick

Apollo Marketing

Apollo positions itself around marketing plans first, drawing on the 1-Page Marketing Plan, and its site is titled for web design in Frederick. A client quote names owner Sage and a roofing business. If you want one company responsible for all marketing, this is the pitch, so ask for the cost of the site if you buy nothing else.

Web design agencies in Germantown and Montgomery County

Design Spartans

Design Spartans shows packages at $599, $999 and $1,499 and lists custom web development, logos, branding, SEO and mobile apps. Its posted hours are Monday to Friday, 8 to 6 Eastern. Low package prices are worth comparing line by line, so ask how many pages, revisions and copy hours each one includes, and whether domain and hosting renew at a different rate.

Auxilium Technology

Auxilium says it specializes in home and professional service companies, reports a 94% client retention rate, and says “You Own Your Site.” It also offers malware removal and Google profile reinstatement. Ask to see the ownership clause and how that retention figure is calculated.

Olympus Web Design

Olympus works around Bethesda, D.C. and Virginia and offers WordPress design, plugin development, ecommerce, migration and training, with free stock images and speed optimization as part of its packages. Ask which of those free items is limited and whether training is included for more than one staff member.

Maryland’s 3% tax on technology services

Comptroller of Maryland Technical Bulletin No. 56 explains that services under certain industry codes, including computer systems design and related services, are taxed at 3%, and its list includes “Custom webpage design services” and web hosting. The tax began July 1, 2025. Check that the bulletin is still current before you rely on it.

Ask each agency how it applies the tax to design, hosting and maintenance, and whether your business qualifies for any exemption the bulletin describes. An out-of-state vendor’s quote may not show this tax at all, so ask your accountant whether you would owe it as use tax.

Maryland Business Express holds the state’s business entity records for confirming a contract’s legal name.

Package tax and out-of-state vendors in Maryland

Does the 3% apply to a package price?

Treat it as likely until the agency says otherwise, then get the answer in writing. On a $1,499 package, 3% adds about $45. On a larger project the amount grows with the bill, so have it stated as its own line.

Should I hire in D.C. or Virginia to avoid it?

Don’t choose a vendor for that reason alone. Ask the Comptroller or your accountant whether use tax would still reach a service you use in Maryland before assuming a lower bill.

Starting your Maryland shortlist

Small budgets can begin with Design Spartans’ packages. A home service or professional firm can talk to Auxilium, while Apollo fits an owner who wants one plan across marketing. Baltimore-area businesses can compare Entice for in-person service with Adventure Web Digital and Maryland Web Design on WordPress and custom work. Columbia firms needing video can try Mays, and Bethesda or Chevy Chase firms can ask Olympus about WordPress training.

Everything above reflects the companies’ own sites as of November 2026. We did not audit their claims, and their order implies no rank.
