Web Design Agencies In Pennsylvania

Listed

Pennsylvania’s code treats custom software as a nontaxable service and canned software as taxable however it is delivered, though another section complicates that picture. Seven agencies follow in the Philadelphia area, Pittsburgh, and the Lehigh Valley and Reading corridor. Some have worked since the 1990s and early 2000s, and two of them say they publish live data or work mainly through AI, so ask about method as well as look.

Company Base on its site Work it names Price it publishes
Media Proper W 3rd St, Media Websites, digital marketing, live dashboards Ask
Think It First E Montgomery Ave, Ardmore B2B strategy, WordPress, marketing, AI Ask
POP THE PIXEL Slocum St, Philadelphia Web design, SEO and GEO, logos Ask
Blue Archer Pittsburgh Web design and development, support line Quote form
2440 Media Grant St, Pittsburgh Custom sites, Quick Start sites, mobile work Ask
Enter.Net Winchester Rd, Allentown Sites, hosting, video, local SEO Ask
LaunchDM Reading Websites, AI automation, marketing Ask

Web design agencies in Philadelphia

Media Proper

Media Proper says it is a full-service digital agency in Media, just outside Philadelphia, with an in-house team, proprietary dashboards and flexible plans. Its site shows live data that it updates automatically. Ask to see what a client dashboard contains, and whether you keep your accounts and history if you leave.

Think It First

Think It First says it has worked since 2010 and is built for B2B organizations, with strategy workshops, WordPress multi-site frameworks and monthly or quarterly plans. It argues the payoff comes after launch, so a one-and-done buyer should ask whether it takes that kind of job. A B2B firm with several sites has a closer fit.

POP THE PIXEL

POP THE PIXEL offers website design, SEO, GEO, digital marketing, and logos, works on WordPress and Shopify, and lists an UpCity National Excellence Award. Hours are Monday to Friday, 9 a.m. to 5 p.m. Eastern. It pitches work to raise a business’s visibility in AI answers, so ask what it measures, and how often you get a report.

Web design agencies in Pittsburgh

Blue Archer

Blue Archer is a Pittsburgh web design and development company with a separate support line for current clients at 412.353.1050, and it publishes a guide on how to choose a web design company. It names the International Polka Association among its clients. Use its own guide’s questions in your first call to compare it with others.

2440 Media

2440 Media says it has provided website design since 2002 and offers custom sites, a faster Quick Start option, mobile optimization and support for existing sites. Office hours are Monday to Friday, 10am to 4pm. Ask what you give up with Quick Start, and whether it can later grow into a custom site.

Web design agencies in Allentown and Reading

Enter.Net

Enter.Net says it is family owned and has helped businesses since 1995, with mobile sites, secure hosting with daily backups, local SEO and AI-driven short videos through a service called USALive. A long-established local firm may suit a business that wants one call for everything. Ask which of those videos would really carry your name and voice.

LaunchDM

LaunchDM describes itself as a creative AI growth studio in Reading and says it has worked since the dot-com era, with clients including U.S. Boiler Company and Penske Logistics. If you need a site plus automated sales tools, this is its pitch. Ask which systems those tools connect to, and what they cost per month.

Custom and canned software under the Pennsylvania Code

61 Pa. Code § 60.19 says “The sale at retail or use of custom software is not subject to tax,” calling it a nontaxable computer programming service, and that canned software is subject to tax “regardless of the method of delivery.” Another section, § 9.3, lists charges for computer programming and software design among additional services, so the two sections do not read alike on their face. Neither names website design.

Given that, ask for an itemized quote and take a large project to the Department of Revenue or your accountant. The Pennsylvania Department of State’s business entity search can confirm a legal name.

Testing dashboard and AI claims in Pennsylvania

How can I test a marketing dashboard claim?

Ask for a sample login with real client data removed. Then ask where the numbers come from, and whether you can pull them from your own Google accounts as well.

Is AI work a problem?

Not on its own. Ask who reviews the work, whether the output is original, and how much of the price reflects human time.

Where to begin in Pennsylvania

B2B firms in the Philadelphia area can start with Think It First. Small businesses wanting one marketing team can compare Media Proper and POP THE PIXEL. In Pittsburgh, a straightforward site points to 2440 Media, while a project needing a structured quote and support line points to Blue Archer. In the Lehigh Valley, Enter.Net is a long-standing option, and Reading-area manufacturers can ask LaunchDM about automation.

We read these companies’ sites in November 2026 and have not verified their claims about data or results. The order does not rank them.
