Nebraska Department of Revenue Revenue Ruling 01-10-2 concludes that “Charges by a Web site service provider for Web site design and development are not subject to tax unless the Web site design is transferred to the customer on a tangible storage medium such as a computer disc.” That ruling dates from 2001, and we read a March 2026 archived copy, so check whether the Department has since changed its view. Its computer software guide is listed as being updated.

Software is treated differently. Work that results in a transfer of software, and training by the software’s retailer, can be taxable under other Department guidance, and licensed products on your bill deserve a separate look.
